These governance policies shall not be added to, amended, or repealed except at a Board meeting and by public vote of a majority of all voting members of the Board. Any proposed addition, deletion, or amendment shall be filed with the Board Administrator, in writing, at least ten days before such meeting, and it shall be the duty of the Board Administrator to promptly distribute a copy thereof to each Board member.
Amendments to Board governance policies require a two-step process to adopt: (1) the draft policy change shall receive a first reading at a public meeting, during which Board members may discuss the draft amendment and request that FTF staff make changes as deemed appropriate (a vote to adopt is not taken at this stage) and (2) the draft policy change shall receive a second reading at a subsequent public meeting during which the Board may direct FTF staff to make further changes and may vote its adoption.
