Holley Mulholland

Holley Mulholland has been with First Things First since January 2011 and currently serves as Chief People Officer. She joined the People Team in 2017 and has held several key roles across the organization, providing support to the Communications and Government Affairs teams, the Statewide Board, and the CEO. Her breadth of experience reflects a deep understanding of the agency’s mission and operations.

Holley earned her Bachelor’s degree in Justice Studies from the University of Wyoming. Prior to joining First Things First, she worked with juvenile offenders as an Intensive Supervised Probation Coordinator and later served as a Caseworker for Child and Adult Protective Services.

Her leadership is grounded in a strong commitment to cultural consciousness, relationship building, and fostering environments that support work/life balance and employee well-being. She values open, ongoing, and honest communication, strives to enhance the staff and customer experience, and believes in cultivating effective, people-centered leadership practices.

Holley lives in the Northwest Valley and enjoys spending time with family, gathering for dinners and outings, and catching a good live band on the weekend.
