In November 2006, Arizona voters passed Proposition 203, a ballot initiative that created the Arizona Early Childhood Development and Health Board (\u201cBoard\u201d) and established A.R.S. Title 8, Chapter 13. The Board\u2019s purpose, authority, powers and duties are set out in those statutes as well as in other laws of the state of Arizona. The Board, its Regional Partnership Councils, and its staff are collectively known as First Things First (\u201cFTF\u201d), a name adopted by the Board as a reference to the voter-enacted initiative and to exemplify the importance of early childhood. The Board is assisted in the performance of its duties by an executive director (\u201cChief Executive Officer\u201d) and staff employees who collectively are known as the FTF staff.<\/p>\n
